A Vision of Safety and Hope Takes Shape
For decades, Northern Nevada’s tuberculosis clinic worked tirelessly to serve the community, even as it operated out of a deteriorating 1950s-era facility originally built for an entirely different purpose. Patients arrived seeking care in a space never intended for modern infectious disease treatment, while staff worked to deliver critical services within the limits of an aging building.
That story has now changed. A new, purpose-built clinic stands on East 9th Street which was designed from the ground up to support safe, efficient tuberculosis care and strengthen public health in the region.
A Facility for Public Health
Northern Nevada Public Health set out to create a facility that could meet today’s standards for infection control, patient care, and operational efficiency. The completed ±7,500-square-foot building delivers on that vision, replacing the outdated Kirman Avenue clinic with a modern environment designed specifically for tuberculosis evaluation and treatment.
The new clinic includes negative air pressure exam rooms that protect patients and staff from airborne exposure, along with dedicated lab and specimen collection areas, welcoming waiting spaces, and functional offices and meeting rooms. Each element supports NNPH’s mission to identify, treat, and prevent the spread of tuberculosis across Washoe County.
CMAR Leadership from Concept to Completion
PB joined the project early as Construction Manager at Risk (CMAR), working alongside NNPH and the design team to guide the project from concept through completion. From the outset, PB provided site assessments, conceptual budgeting, and building systems evaluations to align the project’s goals with available funding and long-term operational needs.
Throughout design, PB led value engineering efforts, performed constructability reviews with BIM integration, and developed detailed cost models and schedules that accounted for long-lead materials and grant-driven timelines. Subcontractor prequalification and competitive bidding ensured the right trade partners were engaged early, while procurement strategies helped maintain momentum through critical phases of construction.
PB also coordinated phasing and logistics within the active West Hills campus, allowing the new building to be constructed efficiently within an existing site. The team worked closely with stakeholders to refine scope, support design decisions, and ultimately deliver a Guaranteed Maximum Price that balanced cost certainty with project quality.

The new clinic supports smoother operations, enhanced infection control, and a more dignified experience for those receiving care. For PB, the project reflects the value of early collaboration and disciplined CMAR delivery.
